CM keeps his word on farm loan but…

Chief Minister HD Kumaraswamy unveiled the budget with many surprises and a few disappointments. While he did waive off farmers’ loans – as promised – it will only benefit 40 lakh farmers in the State. Although he had promised to provide Rs 6,000 monthly assistance to poor pregnant women, he has now reduced the assistance to Rs 1,000.

Here are the few highlights of JD(S)-Congress government’s coalition government

1. No complete farm loan waiver; loan waiver only up to Rs 2 lakh

2. Rs 34,000 crore farm loan will be waived off

3. Farmers who have paid IT returns will not come under the loan waiver policy

4. Only 40 lakh farmers will benefit

5 Up to Rs 10 lakh new loan will be provided to self-help groups

6. Zero per cent interest on first five lakh loan taken by SHGs

7. Rs 1,000 assistance to Pregnant ladies against Rs 6,000 assistance that he had promised earlier

8. Under Annabhagya, only 5 kg rice will be provided instead of 7 kg of rice

9. Rs 25 crore to mutts belonging to backward communities

10. New Medical College in Kanakapura

11. Old age home in every district

12. 3,000 new sites to be distributed in Kempegowda Layout

13. Rs 150 crore for Israel-model agriculture practice

14. CM HDKumaraswamy proposes to hike full cess on petrol and diesel in the budget. Petrol price hiked by 1.14/ltr & diesel price hiked by Rs 1.12/ltr.

17. A grant of Rs 12 crore will be allotted to set up a separate unit at Kidwai cancer hospital for treatment of bone marrow transplant in the first phase.

18. 300-bed super-speciality hospital in Ramnagar

19. New hospitals planned in Hassan, Koppal and Chamarajanagar

20. 1000 government schools will have English medium starting from LKG and UKG. This will be a pilot, to attract more children to come to government schools.

21. Mandya Medical Science Institute Hospital will be upgraded to 800 bed hospital at the cost of Rs 30 crore.

22. Rs 100 crore has been allotted to BMTC. 4,263 new buses to be bought for the use of public transportation in the state.

23. CM allots Rs 1000 crore for Namma Metro in Bengaluru. Phase 3 will entail: 42-km JP Nagara – KR Puram, 12-km Tollgate – Kadabagere, 3-km Gottigere – Basavapura, 18.95-km RK Hegdenagar – Aerospace park, 10.6-km Kogilu cross – Rajanakinte, 6.67-km Iblur to Carmelaram

24. The six elevated corridors in Bengaluru will cost Rs 15,825 crores.

25. 42 continuous ambient air quality monitoring stations will be set up at the cost of Rs 96 crore under district mineral fund.

26. Rs 3 crore to be allotted for a new silk trading centre in Mysuru and in Bengaluru’s Talaghattapura. A new Silk Reserach Centre will be set up. Rs 5 crore will be also be allotted for revival of the silk industry in Channapattana.

27. The Karnataka govt wants to build a reservoir across Cauvery near Mekedatu in Kanakapura taluk to get water to Bengaluru.

28. Rs 50 crore set aside for Bellandur lake rejuvenation. Kumaraswamy says, “The froth from Bellandur Lake is flowing on to the roads. The detergents and soaps are causing the froth. Rs 10 crore for production of eco-friendly detergents.”

29. Petrol fare hiked by Rs 1.14, diesel Rs 1.12 Power tariff up 20 paise per unit Tax on liquor up 4%

30. Rs 1429 crore has been allotted for construction of 990 new hospitals and maintenance of over 200 existing hospitals

31. Government hospitals in 30 districts at Karnataka receive MRI and CT scan machines.

32. Government is issuing directions to local bodies in the state to levy plastic waste management fee at 3% on MRP for goods that are packed with plastic.

33. 100 charging units will be installed to charge electric vehicles at the cost of Rs 4 crore. This is being done to control air pollution in Bengaluru.

34. Rs 3 crore share capital will be provided to private companies which come forward to open 3-star hotels having 500 room facilities. 30% capital will be provided on term sheet basis to the organisations, if they come forward to constuct service apartments.

35. New super specialty hospitals to open in Belagavi, Kalaburgi & Mysuru for tertiary health care relating to heart, cancer & other diseases. 450 bed capacity hospitals will be constructed in the medical colleges located in Gadag, Koppala, Chamarajanagar and Hassan districts for of Rs 200 crore.

38. CM announces Kayaka Scheme, under which loans up to Rs 5 lakh will be given at 0% interest, and loans from Rs 5 to 10 lakh will be given at 4% interest. The scheme aims at improving entrepreneurship.
