ISI ‘asset’ Dawood’s surrender a sham, claim sources

Bengaluru: Well-known criminal lawyer Shyam Keswani on Tuesday said fugitive mafia don Dawood Ibrahim Kaskar is reportedly “keen to return to India.” But sources claimed that it is just a rumour and there are no possibilities of Dawood Ibrahim being surrendering.

After milking the most wanted terrorists for years, Pakistan’s premier intelligence agency ISI is surrendering the seniors to India while keeping kingpin like Dawood in their hideouts.

Twenty-five years after the escape, the CBI has finally arrested absconder Farookh Takla, an accused in the 1993 Mumbai serial blasts and a close aide of fugitive mafia don Dawood Ibrahim Kaskar, from Dubai on Thursday.

Now the question has raised why the mafia Dons are being caught by Indian Police while they had a safe hideout for long years, while Dawood Ibrahim is still hiding in Pakistan.

Takla, against whom the Interpol had issued a Red Corner Notice in 1995, was finally tracked and he is one of the masterminds behind killing of 257 people, injuring over 700 injured and destroyed of properties worth crores in the March 12, 1993, blasts.

Takla’s arrest comes just two days after well-known criminal lawyer Shyam Keswani reiterated in Thane that Dawood Ibrahim Kaskar was reportedly willing to return to India and face trial, but the Indian government had rejected some of his pre-conditions.

Farookh Takla, who is the close aide of Dawood Ibrahim Kaskar was in the ISI network and used to hide in various countries including Dubai. He is accused of operation, supply of RDX, ammunition, providing shooters, boys, and escape routes. He is also allegedly close to Memon family, which was allegedly involved in executing 1993 Mumbai terror attacks.

According to highly placed sources, “ISI has well utilised the services of Farookh Takla, Tiger Memon, Mohammed Dossa, Abu Salem and others. Now the veterans are of no use as the recruitment for youngsters is on. So ISI is handing over the retired as they are of no use.” Meanwhile, this arrest will divert the attention from Davood Ibrahim.

Managing the seniors like Farook Takla is a big burden for ISI, the sources said. “Surrender of Dawood Ibrahim sounds to be true. But may not happen. ISI may hand over small-time criminals like Farookh Takla, Tiger Memon, Mohammed Dossa, Abu Salem etc. But keeps major kingpins like Dawood Ibrahim and Anees Ibrahim, who run the show. “Most of the senior have developed serious health issues and need treatment, which can be possible only in Indian jails. Even the ISI will reduce the burden on its head including the expenditure.”

Sending wanted persons in major offences like Mumbai blast, serial train blast may have the intention to develop bonds with India. On the other hand, they intensify militancy attacks on Indian border through Lashkar-e-Taiba (LeT), Jaish-e-Mohammed and others, said the source. “Since aged and sick terrorists are of no use for the ISI, it is focusing more on youngsters wo have the terrain knowledge, ready for suicide bombing, expertise in recruitment, and command over modern technology especially computers, electronic gadgets, LED, modern weapons,” the source said.

When it comes to Dawood Ibrahim’s arrest, it is just a temporary measure to divert the issue and safeguard their biggest ‘assets’ like Dawood and his brother Anees, said the source.
