Do people hesitate to help road accident victims for fear of police harassment?

A 32 year old man identified as Matbool died after he was hit by an auto rickshaw in west Delhi. The CCTV footage shows auto driver and the others on the road ignoring the victim. Matbool was lying dead on the road for nearly 90 min till police was informed.
