New Delhi: The India Army chief General Bipin Rawat on Tuesday broke silence on the United Nations report on human rights violation in Jammu and Kashmir and said some of the reports are motivated.

The UN report said that India used “excessive force in Kashmir” and called out neighbour Pakistan for killing civilians on both sides of the border for the past two years. India termed the report as “fallacious and motivated”.Rejecting the US report on the Valley, General Rawat said, “I don’t need to speak about the human rights record of the Indian Army. It is well known to all of you, it is well known to the people of Kashmir, and to the international community.

I don’t think we should get too concerned about the report, some of these reports are motivated.” The Ministry of External Affairs (MEA) had questioned the report and its intent. MEA said the report comprised of a selective compilation of “unverified information”. The reports violated the sovereignty of the country, said MEA.

The UN report also identified some parts of Jammu and Kashmir as Pakistan-occupied-Kashmir (PoK) and name it as “Azad Jammu and Kashmir” and “Gilgit-Baltistan”. “Terrorism is the most egregious violation of human rights. Yet the authors have conveniently ignored the pattern of cross-border terrorism emanating from Pakistan and territories under its illegal control.

“Cross-border terror and incitement are aimed at suppressing the will of the people of Jammu and Kashmir, disrupting its political and social fabric and undermining India’s integrity,” India said. An international probe into the alleged human rights violation in the state was called by UN High Commissioner of Human Rights, Zeid Ra’ad al-Hussein.

He said the political dimensions of the conflict between India and Pakistan has been the centre of attention and this conflict has “robbed millions of their basic human rights”.
